It's clear text.

It's not designed to be used anonymously by a public resource.  It's
designed to be used only on a private LAN or loopback.

The only FCP specification I know of is at
<http://freenetproject.org/doc/fcp.html>.  The public Wiki calls this
"old", and the page that says it's "old" was updated December 2001.
