This will then set up references to the temporary address. When it
changes, the references will die, unless we implement ARKs to look up
the next IP address. And I'm not sure how effective they would be in the
current unreliable network...

It is not clear that "permanent" nodes that are only up four hours a day
are more use than harm to the network.
