I just tested the   freenet-20020925.tgz install.  FEC support doesn't work 
because the snapshot generator is using the old freenet-ext.jar

Not the new one, which I updated  is in the usual place:
http://freenetproject.org/snapshots/freenet-ext.jar

Where does the snapshot get built?

1) Windows
I don't have a windows box to test on, so I don't know what'g going on.

Could someone please check this and post to the list?

I suspect that the default freenet.ini file needs to be edited to remove
the fproxy.* and nodeinfo.* lines.

(The new configuration with fproxy and nodeinfo together on 8888 will start 
fine without and extra config info in freenet.ini. 

This stuff shouldn't stay broken.  But I can't do everything by myself :-(
