I find the bandwidth limit acts as more like a suggestion.  That is, you
will get less traffic with a bandwidth limit, but still more than you
specified.  I've resorted to running CBQ so the traffic gets shaped at
the OS level.  I haven't run my node without CBQ for a while now, so
things might be different now.
