Check out these results from the "Open Connections" page. I've bumped maximumThreads up to 250, so 100 connections are allowed. Every one of them is "receiving". I'm speculating that this is the result of having somehow established connections to nodes that are responding *very, very* slowly. And until those connections have finished transmitting, I won't be able to make any new ones. (Either that, or I'm an idiot. Please don't feel ashamed to call me one if you can back it up. ;-) )
