I don't understand what you mean when you talk about token schemes. We can certainly tell our peers how many requests they can send - but so what? How does this limit load? Unless we delay requests until we can forward them? I am confused...
I don't see how you are propagating them either. One major constraint: One fast node must not result in our request throughput greatly increasing!
