Well, the rationale was that we didn't want to clobber people's data
caches suddenly, so we let the store grow gradually and don't shrink the
cache until we need to. And shrinking the store in a way that preserves
the most recently used data in the store is expensive and cannot easily
be done on the fly.

However, I am thinking about switching to 50/50 store/cache, and if I do
that I will probably also go back to hard limits on the store and the
cache. Of course this means that the cache will be much bigger than the
store for most people for some time, but eventually it will catch up.
