I don't know if it's really a good idea: such an utility could be used 
by BigEvilGovt(tm) in a  country where anonymous networking is banned 
(e.g. right here in the West, in a couple of years!) and it could be 
used in a lot of other malicious ways.
How accurate would the result be anyway?
Is it really possible to run a program and tell whether or not someone 
is running Freenet with a good accuracy? If yes, that should be 
considered a major weakness (but I think I heard you can't really prove 
it, iirc)
