I'm not disagreeing with you, but at least from my node:

Preemptive Rejection Reasons
        28543   >threadLimit
        655     >SUB_MAX_PING_TIME

Local Preemptive Rejection Reasons
        718     >threadLimit
        33      >SUB_MAX_PING_TIME

These, the only two listed values, I interpret as meaning that my node  
refuses requests primarily because it is waiting on everyone else (the  
thread; remembering the state information of requests while they are  
processed).
