It seems to be a problem with the website actually.
https://checksums.freenetproject.org/latest/ contains the actual
files, but not the .sha1 files for the helper executables

Nevermind on this part.  I needed to do %ERRORLEVEL% NEQ 0 instead of
NOT ERRORLEVEL 0
