For several reasons:
1. We have had reports, and I have personally seen, truncated downloads. This
*might* be because we were downloading the exe's over SSL; I have changed them
to be over HTTP. But it might be a general problem with Google Code.
2. Scripted uploads of files over a few megs are not reliable.
3. We may run into their quota fairly quickly. We can however ask for more.
