It is probably a good idea for reasons of bandwidth, and security to only transfer bloom filters to an opennet peer after a certain amount of uptime, over some period. But even if we don't, it will take time to transfer everything. Will this result in two tiers of opennet peers, and us keeping nodes that aren't very good for routing, and not keeping nodes that could be?
