There are several Freenet simulators. They are often not very well documented. 
In fred itself there is code to just run a bunch of (very small) nodes in one 
JVM as a simulation. There are a few other simulators in other source code 
modules (there is a really old one in the 0.5 code too, but that is focused on 
NGR routing, which we have abandoned). Most of them are very old. Some focus on 
the packet layer, some are much higher level. I think that we moved everything 
to git modules, but it is conceivable that some are only accessible via the old 
SVN.
