Changes:
- Merge another major part of new load management. This relates to how we count
how many requests are running and how we determine how many we can run at once
("output bandwidth liability"). This is simplified so we don't need to send as
much data to our peers when we implement new load management later. Various
related changes.
- Fix a bug in removing downloads.
- Fix the "deleting downloads doesn't work in French" bug.
- A nasty NPE in the transport layer fixes in 1297.
