I updated to testing

    * Freenet 0.7.5 Build #1276 rbuild01276
    * Freenet-ext Build #26 r23771

Do you mean processor-load? (Only one "core" of my atom-cpu is at 100% load)
I have a high RTT in Freenet (about five seconds at the moment)
How will the load limit be announced to clients? Can i change / do i
have to change some settings?
