Hello By library, I meant the same thing which KiCad means and except templates, I meant to design symbols, footprints, 3D model.

No problem If you want to submit your project as a template, all files included in the template must be distributed under the Creative Commons CC-BY-SA 4.0 License <https://creativecommons.org/licenses/by-sa/4.0/legalcode>. Yes If you have proprietary files (which includes almost all simulation model files), they cannot legally be redistributed with the KiCad template library. Not proprietary file but designed by me, so I can do with Creative Commons CC-BY-SA 4.0 License <https://creativecommons.org/licenses/by-sa/4.0/legalcode>.
