1 - the mailman archives are not very searchable, so I subscribed
mail-archive.com to this list... and it has started archiving
<http://www.mail-archive.com/[email protected]/>

2 - The reason I asked for double-spaced text is that I will be
converting my latex sanskrit documents to RTF so that my professor can
read them in MS Word and edit them.. putting his corrections after each of
my lines.

I want to create a macro to simplify what you have here:

    {\dn \linespread<{2}>\selectfont devaanaa.m priya.h}

Would this do it:

   \newcommand{\mydn}[1]{\dn \linespread{2}\selectfont  #1 }

When used as:

   \mydn{ devaanaa.m priya.h }

Also, the syntax <{2}> looks unusual. I had to remove the angle brackets
to get the file to compile. But it looks great in terms of spacing.

3 - Because I am using cygwin, I was able to download and compile devnag.c
manually and place it somewhere for my use. Now, I am producing beautiful,
double-spaced documents in Sanskrit with LaTeX! But was the executable for
devnag.exe provided when I did a miktex full install? Certainly
devanagari.sty was around, or I would not have got as far as i did
yesterday. I searched the MikTeX folder and could not find it anywhere.

Use \Huge. If you want the whole document in 24pt, put it just after
\begin{document}, otherwise use it exactly as you would do it in oter
LaTeX documents.

No, you haven't. \doublespacing from setspace.sty changes
\baselinestretch to approx. 1.7 but \dn will always set it back to its
default 1.27. Anyway, it is difficult to say what double-spacing means
for Devanagari. It comes from old-time typewriter. It is defined so
that the distance of baselines is twice the font size. Single spacing
works for latin scripts without accents and the bottom of a line will
touch the top of the next line. When used with texts written in Czech,
Polish, Vietnamese and other languages, in which an accent may appear
above a capital letter, the lines will slightly overlap. LaTeX sets
\baselineskip (the distance between baselines) to about 1.2 multiple
of the font size and the value of \baselinestretch is 1. If you wish
double spacing, you have to set \baselinestretch to approx. 1.7. You
have to put \doublespacing after each \dn.

However, imagine the syllable {\dn .t.tu}. It would be quite tall. If
you change to \singlespacing and set \lineskiplimit to a negative
value (otherwise \singlespacing would not be obeyed), the lines will
overlap quite a lot. You therefore probably need higher value for
\baselinestretch so that it really looks as double-spaced text. Even
without \usepackage{setspace} you can do

{\dn \linespread<{2}>\selectfont devaanaa.m priya.h}

You can try other values instead of 2.

As a matter of fact, the best link is
http://mirror.ctan.org/language/devanagari/velthuis.zip because it
gets the files automatically from the nearest mirror. I cannot find
how to edit the page but I will try to fix it ASAP.
