I think the the author of Indic fonts for ITRANS is Anshuman Pandey
but I am not sure, therefore I am sending cc to the devnag list.

I have looked at the "itrans" directories in the TL repository. The
README file does not say anything about the dvpn10 font, so oficially
it should not be there. The directories contain fonts in several
formats. However, for TFM files dnho, dnhrc, dnhre, dnh, dvpn10, pun,
itx* there is no source in mf/ttf/pfb/afm. It makes little sense to
distribute TFM files without the fonts. I would suggest to remove
these TFM files. The ITRANS web page says that it exists for
historical reasons but is no longer supported so I do not know whom to
