Dear Joachim, Some freely available Devanagari fonts in Unicode encoding are available here:
http://bombay.indology.info http://bombay.indology.info/software/fonts/devanagari/ They're called Nakula and Sahadeva. Viramas occur in clusters, so to speak. Some documents don't use them much at all, others a lot. It's a kind of typesetters' or editors' decision.
