This defines the maximum timestamp for the GlobalWindow in the Runner API protobuf. The SDKs pull the timestamp out of the Runner API proto. This allows us to change the value only at a single place and avoids having different values in the SDKs.
Some remarks: - The Go integration is not yet done (I'm not that familiar with Go), maybe somebody can help me? - We could probably remove the `beam_urn` and make it generic, like the `beam_constant`.
