I'm -0.5 if we do just that just for XWiki Watch and keep the status quo for
other products (namely manager - maybe xeclipse too).

If we look at the original proposal from march, manager is in the same boat.
And looking at facts, it is also on the backburner (no roadmap, not tested).

I'm OK if we implement the global strategy of moving those two top level
projects to extensions.
