The image you linked has obvious elements from the Toucan Skin. You need to change the skin.
Regarding the URL, instead of /xwiki/bin/admin/Main/WebPreferences?editor=spaceadmin§ion=Presentation&space=Main?skin=colibri please put /xwiki/bin/admin/Main/WebPreferences?editor=spaceadmin§ion=Presentation&space=Main&skin=colibri "?skin=colibri" works if you have no parameters in the URL. If there are already some parameters you concatenate them by using the '&'.
