This project is still active but it's actually quite separated from the main XWiki development. Yes, we upgrade the WAR but it's each admi wiki responsability to update wiki pages (the XARs), see http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Upgrade#HUpgradingwikidocuments.
