I'm fine with either, 1.A.B.C or 2.

I would make it hidden since the rest of gadgets on Dashboard are hidden
(Activity, Pages, etc.) and I don't like that the tree displays the Welcome
page.
The main problem with the move to Dashboard is that we would need to change
the path in l10n + deprecate somehow the translated content + find a
suitable text to describe the interaction with the Dashboard. In this case
the name Welcome would not be that appropriate since it will be mostly Help
text, rather than Welcome. Also instructions on how to interact with the
Dashboard could be provided by a Tour.

So since we have some technical problems + change of purpose of the page =
I think I am in favor of removing it. The only problem is that the
Dashboard will look a bit empty, so we will need a proposal for it too.

So +1 for 2.

Current Status:
1. Keep it: +1 (Edy), +0.5 (Marius), +0.5 (GD) = 2
1.A and mark it as hidden:
1.B and move it to Dashboard: (Edy), (Marius), (GD)
1.C and change the text: (Marius), (GD)
2. Remove it: +0.5 (Marius), +0.5 (GD), +1 (Vincent), +1 (Anca), +1 (Caty)
= 4
