Thanks much for that idea.

I've written our customers, let's see if they can coax a 'true' out of
curl.  That may help us get to the bottom of the problem, let's see.

This should be the case for those who hasn't downloaded devsuite directly
from
developer.redhat.com. Workaround mentioned in documentation should work and
I walking
throw this workflow from scratch to verify nothing is changed since I did
it last time
right before summit.

Simple test is

 curl https://username%40mailserver.com:p
[email protected]/download-manager/rest/tc-accepted?downloadURL=/file/cdk-2.0.0-beta3.zip

works for users previously signed T&C's before download from
develoers.redhat.com.


Just changing rest would not work as I understand, because additional
information in
profile is required before developer with developer.redhat.com account can
proceed with
T&C's signing.
