I wish you hadn't chopped the version number off the top of the
message.   In the future, when reporting bugs, please include the
complete transcript rather than paraphrasing.

This means you're being ignored by the DHCP server.

Suggestions are solicited.   Your presumption that the ISP is not
broken is very generous, but not necessarily well-founded (could be
true, but might not be).   Asking them to tell you what, if anything,
their server is seeing/doing wouldn't be a bad idea.
