<On Topic> I suppose this is akin to "communities" as well, where community health workers may have a certain area which they work in, but then report data to a facility. I agree, it is a valid use case.
</On Topic> <Off Topic> Not to distract too much from this thread, but I think it point to the need for a blueprint on how the GIS interacts with the hierarchy. In Nigeria, we have GIS data for states, local government areas (LGA) and for some facilities (as points). What we do not have geodata for is the ward level which is in between the LGA and facilities. Effectively, one would need to "drill-through" the ward level, as there is no geodata there (yet) and may not be. The last level of the hierarchy is a service delivery point (SDP) , which is effectively a unit within a facility. Again, this level has no geographical data, but is still present in the hierarchy.
