Hi there. I just made a few structural changes to some of the
documents, which I think will be more manageable in the long term.
First, I have converted the India user manuals to chapters instead of
articles. The reason of this was that they really are essentially
chapters of a larger book. There are some subtle differences between
DocBook articles and chapters. Chapters are exceedingly easy to
include in a book, whereas articles are really meant to be more
standalone. They can be included at the component level in a DocBook
book, but it requires a bit more work to do so. So, I would say that
if you plan to create a user manual, as we are working on now, then
using chapters would be a better document structure. I have left the
appendices as they are (as articles for now), but may considering
converting them to chapters as well. The dhis2_user_manual.xml file is
getting bloated as each structural element of the article needs to be
referenced in order to get into into a chapter type of format, that is
compatible with a book.l

Second, I would recommend that  when you are constructing
chapters/articles, that you use the "section" tag to break up your
document into seperate sections. This has some advantages, namely
being able to move the sections around independently of their tag.
Previously, we were using "sect1" and "sect2", to break up the
document. During rendering, the XSL will automatially renumber and
structure the different sections as they should be, so using the
"sect1" and "sect2" tags only complicates things if you want to redo
the structure of the document (like moving a section out to a higher
level).
