Thanks Ola, That makes sense. I added a facility at each level and was able to see the levels.

So if you first create some orgunits in a hierarchy and then revisit that page, you will see the levels listed. The orgunit levels page is mainly to provide labels to the levels, and not to create levels for the orgunit hierachy.
