Dear Elmarie, I can surely assure you that you will not achieve that from the DHIS2 interface. I tried it for eIDSR purposes in Rwanda and it never worked.
This is a quick fix: You need to configure your own HTTP SMS gateway (kannel) using your provided SMPP credentials. Then use the created HTTP SMS gateway as your gateway for DHIS2. I think, SMPP is not well tested in DHIS2.
