Hi David, This is usually caused by selecting too many "Data capture and maintenance organisation units" and has been discussed recently on the list.
You should only select the parent of the orgunits which this user should have access to. So, if this user should only record data for a specific district, you should select that district (and only that district). The user will then be able to see this district, and all facilities in that district. Please see this section in the user manual: http://dhis2.github.io/dhis2-docs/master/en/user/html/ch07.html#user_by_org_unit and specifically section 7.1.3. User management, which explains how to properly use this feature.
