I think that the help file format should be HTML. Advantages:

- We don't have to include a viewer in the distribution. Just launch
  netscape or any defined web browser. The package siag does this
  very well.

- Both gnome and KDE include simplified browsers as help file viewers.

- The html format is easy. And if the original help files are written
  in linuxdoc format (docbook), it's possible to have a printable version
  from the same source. BTW LyX has a linuxdoc mode, so writting a
  help file is technically quite easy. You just have to think on the
  contents.
