Alright, do you have the following on your system?
  automake-1.4
  autoconf (whatever version automake-1.4 requires)
  gettext-0.10.35
  libtool-1.3

If you have those on your system, you should be able to compile dia from
CVS.  From the errors, it looks like you are missing gettext.
