If someone can figure out how to add a Perl "plug-in" to Dia (much like
The Gimp's plug-ins, although preferably also able to run one when a
file is loaded) then I think Perl-Gtk could access the Dia drawing to do
whatever manipulations are needed.  I wish I'd been able to add it.

In the first case, have a "UML expert" running with variables to enable
diagram semantic definitions (create certain objects and a window pops
up to ask for more info?).  In the second case, clicking the "SAVE
CONFIG" button scans the diagram and writes appropriate config info for
all the devices.
