I don't think there is a dedicated plugin yet.  You can work around it
by configuring dia as a helper application in your browser.  e.g. in
.mime.types:

#mime types added by Netscape Helper
type=application/x-gzip  \
desc="Dia Diagram"  \
exts="dia"
