strange resizing in dia 0.85

Hello All,

when I take the Horizontal Pump shape from the Civil Sheet in dia 0.85,
and resize it, the shape 'breaks', e.g. I can have the two lines inside the
circle moved outside. It looks like there's some kind of snapping for the
circle.

Is this behaviour intended? With dia 0.84 it was different. The shape always
looked the same when it was resized.
