You have to be familiar with developer tools to get to the source code.

http://sourceforge.net/projects/sahana/ was a link in the article I
pointed at.
http://cvs.sourceforge.net/viewcvs.py/sahana/ is the CVS repository
where the source code is.

So, yes, the source code is available.

Based on what I have been reading on the developer list, the description
at http://sahana.tigris.org/ is outdated - it includes quite a bit more
than that.
