Furthermore, if the experience of TESDA is any indication, much of the
donation will be in the form of software licenses. TESDA is the
Technical Education and Skills Development Authority, an agency of the
Philippine government. They got a US$1.25 donation, US$1m of which was
for software licenses. All told, I think the total cash amounted to
US$10,000 but I have to check that.
