It is because:
The dub will connect to some website to check version of
packages,but the destination website is limited by my gov,so...
the compilation is slowed.
solution:
shutdown the network of pc.
Try running with --nodeps (or --no-deps on phone so cant check).
It will make dub stop contacting the network.
