The dimension can of course be templatized:

void foo(size_t n)(ref Arc[n] arr)
{
    …
}

Alternatively you can take a slice of the fixed-length array:

void foo(Arc[] arr)
{
    …
}

foo(arcs[]);
foo(arcs_2[]);
