Microsoft has several programs like dreamspark (students, teachers etc) or bizspark (new businesses) for free. If none suitable of above, you can use free versions of Visual Studio or just Windows SDK to produce commercial apps. Some libraries available only in paid versions of VS (that presented in dreamspark or bizspark).
Dreamspark only for learning and education.
