You can download Visual Studio Shell. It's free, it just comes without any compilers or language support whatsoever. VisualD happily installs on that.
MonoDevelop + plugin is actually quite nice too.

If you're not against just an editor (not a full blown IDE): Sublime Text.
Oh and... about installing codeblocks. Doesn't it come in portable package anymore?
