Not quite. Many words in Chinese have roughly 10 different meanings in different contexts, which all gets very hard to keep track of. 编 can mean to edit in the sense of editing a newspaper, but it can also mean to weave, to organize, to write, or to fabricate. 程 is a noun that can mean rule, like "follow the rules", procedure, distance, or journey.

The best way to translate it is of course "to program", but if you were to assign meaning to each character the best translation would probably be "to write a list of rules [for the computer to follow]".
