Andy,

A guy I know up in Portland, Maine (ex-pat Brit) writes for Worldwide 
Utility News quite often (http://www.wunclub.com/).  He monitors ALE quite 
often.  I'd suggest writing him for more details.  His web page for ALE and 
other digital signals can be found at: http://www.chace-ortiz.org/umc/. 
Prior to writing him, give his web page the once over.  He has quite a bit 
of information about ALE and any hardware/software that can be used with it.

Though he's not a member of this group, as far as I know, I've included him 
in this response.  Perhaps, he can reply to you offline.
