Rick I don't know what group you belong to but I'll be damned if I have ever received a ballot for division and section level. I also checked with some other members and they have never received one either. As far as view points more times then not the majority view isn't reflected by the board that is why most Amateurs today feel that the ARRL doesn't represent them. If you need an example the DX'ers have been screaming to fix the 40 meter band for years yet the board has continuously bypassed that.
