The fact that a 20m frequency sounds clear at your QTH doesn't mean 
its clear at the PMBO's QTH -- unless the PMBO is located near your 
QTH.

What sort of antenna are you using on 20m, John? Perhaps something 
with a higher takeoff angle would be a good addition for local work -
- like a low dipole.
