The WAV format isn't significant for interoperability purposes.  It's just a way of formatting input and output to/from the sound card in order to get it to work as a modem.  This needs to be done without using a compressed audio format which would degrade the signal to noise ratio on send and recieve.  Anyone is free to use any suitable format on any platform.  Its the audio into and out of the radio that really counts - that's all analogue and a subset of DRM.
