If you are operating CW that close to psk31, then you are likely to be pumping someones AGC. And no, it will not be Law. We don't need no Laws. I wouldn't worry too much about it anyway. I've only ever heard 4 stations on 40m psk31 in VK. I was one of them. I invited the others down for a QSO. I have worked EU a few times on 7035, but not in the past 12 months or so.
