  I had a QSO with KE5CO on 30M tonight via Throb/4, I could barely
  hear him or see his signal on the Multipsk waterfall but his copy was
  100%. So, I guess a 51 is legitimate.

  R = READABILITY
  1 -- Unreadable
  2 -- Barely readable, occasional words distinguishable
  3 -- Readable with considerable difficulty
  4 -- Readable with practically no difficulty
  5 -- Perfectly readable

  S = SIGNAL STRENGTH
  1 -- Faint signals, barely perceptible
