One problem you might have with cheapo computers is that the power
supplies typically omit any RF filtering.  I bought one cheap case
and power supply and found them to be very quiet; but another one
from the same supplier was a prodigious broadband noise generator,
even when the computer was turned off.  I replaced it with an Antec
supply that is pretty quiet.  

If you have a Dell computer and need to replace the power supply,
beware that the connector pins are arranged differently from the
standard ATX board, so you have to get a power supply made for
Dell computers.  Similarly if you have in mind to replace the
mother board in a Dell box.
